Sounds like you want a title screen for your game. One example of throwing a picture on the screen is Lakabajo devster.monkeeh.com/sega/lakabajo/lakabajo_test.zipI'd use ImaGenesis to convert a picture into a .dat file that can be used. devster.monkeeh.com/sega/imagenesis/Note that the sound stuff in Lakabajo is probably broken on real hardware. I've honestly forgotten if it works or not. Note also that this isn't the definitive answer. I'm sure others have additional info to help out.

When you open your image in Imagenesis, go to Actions, quantize, press CTRL+F1 (or Action -> Export Tile Data) and you can select BEX source code (copy/paste into BEX), or binary (save as a file), and same for palettes if you do CTRL+F2 or Action -> Export Palette information.

for airstriker 2 (source code somewhere in this forum) IIRC i converted the image from photoshop with yychr (which i also used for the rest of the graphics) and don't really remember how i did the tilemap, but it involved a lot of hacking away manually
my experience with imagenesis was not a favorable one and i would not personally recommend it. (unoptimized tile data, incorrect color conversion etc)
EDIT: looking back, apparently i used yychr for airstriker, but i did use imagenesis or something similar for airstriker 2 (though i still don't recommend it, i remember simply getting the image on screen was a pain in the ass and it still looked like crap)
