well, according to various internet sources, it's a modified Hitachi SH1.

Nope... Someone discovered recently that there are no Hitachi parts on VR, but the SVP is a Samsung DSP. Some places confirm this, but since there are no docs about programming the SSP1601, cart can't be emulated yet.
(if it were a SH1, the things would be different)

Well, it's most likely that the SSP1601 was a custom designed chip that samsung was chosen to make. If so, then samsung won't have any support for it.
Most likely the only way would be to fet a group of people like oompa loompa together to reverse-engineer it based on what signals the chip itself it sending out when in-use.
But since it's only used in one game, and it's just a port of a better game to a older and slower console, i doubt anyone will ever do it.
