i never owned a willem programmer myself, so i can't really give a review on it, but looking at those that have bought it, i'd say that its okay, and programs what is specified in the device list.
the willem programmer is good when you're on a budget. you'll need adapters to program some more unique devices like controllers. because the willem is so cheap, it also requires a parallel port, so cable lengths are short, and there are dip switches to select different programming voltages, unlike some other programmers that use switching transistors

i know there is an usb version and for the adaptator, i know too but all i want to program is eeprom I also start to read doc on FPGA...very interesting...

all versions of the willem use the parallel port (i think? maybe there's a newer version). The usb ports i've seen were just to draw power from your pc to power the programmer, much like a power supply. the usual willem will program eeproms, you'll need to check out the device list for the willem you want and see if that interests you.
fpga's are neat, but are expensive. the external memory can be programmed with just a simple isp interface
