It' in Japanese, but it's got some really cool new(er) stuff. There are two downloads for a sort-of fake multilayered "mode-7" style scrolling/palette animation (looks really good on real hardware and a CRT). She/He also is developing a strange Pringles (potato chip brand) themed game and you can see screenshots and a video. There's also information and docs on programming and hardware (in Japanese).
The Silpheed page has nice magazine scans but that's not dev-related.
