I need a cheap EEPROM programmer to make test cartridges. What should I buy?

Answering my own question after some research, no. None of this will work. I need a 16-bit programmer.
It's possible to use the TL866 if I use an adapter and record in multiple steps, but looks like it's a pain.
Only the expensive ones will do.
