Actually there are 4 planes when in the correct mode:
Foreground High Plane Background High Plane Foreground Low Plane Background Low Plane
sprites are usually in the foreground low plane, that way, tiles can be both in front of and behind objects.
all sonic games use this mode, and I wish Basiegaxorz used it.
and as for the effect is icecap zone, that was done with 2 background layers and rasterized layer deformation to make tiles in different rows scroll at different speeds in the background, also the bacground as a whole scrolls slower than the foreground slightly, btw sprites can also be high or low plane, this was demonstrated in Metalic Madness Zone, Act 3 in sonic cd.
Will someone please either put up a High/Low Plane example, or talk about how it can be done in Basiegaxorz. this is the core of how the levels in sonic games work.

wherever you see a place where you specify a tile number, just add &h400 to the tile number.
example:
drawtile 12+&h400, x, y ' where 12 is the tile number in vram, and x-y are the coordinates
adding &h400 will draw the tile (or sprite if used in propsprite) on higher priority. there are the other function modifiers like priority(1), pallette(2), hfliptiles(1), and vfliptile(1) too. this is the same as the above code:
drawtile 12+priority(1), x, y

yea, you got it =) all that needs to be done to make it look like there's multiple planes scrolling in parallel is to scroll each cell (you can even scroll in units of lines/pixels) this is how my game freeway works:

the sonic series of games for the genesis has to be the best with using interesting programming for the vdp that i have ever seen. if the sonic dev team had yuzo koshiro and motoshiro kawashima with the genious that wrote the sound driver for the ym2162, psg and z80 for the streets of rage series, that would equal the single best game for the genesis that would have ever been made.
dont get me wrong, i love the streets of rage series, and they learned from their mistakes as they made sequals, but i still think they could have done better with some of the animations and backgrounds.
