I suspect that in BEX the scroll and scroll2 are the same, but I remember something that Adam told about he fixed it for SB, so you must use scroll2 inside for next.
In 60hz horizontally the screen has 224 pixels, and cells are groups of 8 pixels lines, so you get 28 total cells of lines
Try use it in Second Basic:
start:
setscrollmode scroll_cell,overall
Do
for y=0 to 27 scrollplane_A: SCROLL2,left,1,y next
Loop
return
(sorry if I wrote something wrong, I am on my cellphone)

I'm following your steps, and still a bit buggy... Surely, it's better than before, just 3 colors are wrong. I decrease the color depth in IrfanView BEFORE the tweaks in Photoshop. After, I go to IrfanView to shrink the image to 64x96 px. Should be this the problem? If you reduce the colors at IrfanView to 18 but Imagenesis still lose 3 colors, so reopen original image at IrfanView and reduce to 22 colors and try it on imagenesis again, if still don't get all 16 colors give more contrast to original image and repeat the process.

Follow my tips: 1* At Photoshop only posterize image to 16 levels and plus bright and constrast +15%, salve as normal PNG. 2* At IrfanView open the png and reduce the color with no transparency and hight quality with arround 16~22 colors,(my favorite is 18), salve it again as image_edit.png 3* Open the image_edit.png with Imagenesis and check-out the magic Note: Do not reduce colors at Photoshop.

Alexsandro developer of Journey to Oblivion wrote a code of a big map to use with a simple imagenesis binary image from a 2048x240 png file, Paulo the Linkuei hacker made the XGC music file from some Shinobi stage, so I used a bit of Genesis Fight Engine to imput Jago character sprites and some basic moves. Now it can be used to studys with Bex and also with new update of Second Basic, released 17/09/2018 for Adam Welch his genial creator (Elusive).

I fixed that sparks, but the solution was very simple and diferente too.
The answer is very simple!
We just cant use comand palettes inside loops, but we can keep then before loops inside if then endif after labels.
