Well, i don't know how you overclock the sh2's but assuming how the 32x bus controller works, this wont do anything... Cause the acces to cartridge/DRAM/RAM will be same.
Or else, it means that your emulator is very very flexible... Because, when you acces cartridge it do that: Sh21,SH22,MD...SH21,SH22,MD... When you acces the ram it do that: SH21,SH22,SH21,SH22...
Well, if i'm not mistaken, and if you overclock the 32x when its a cartridge game, just imagine....

when the sh2's are overclocked, wait states take half the time, and so as the timing parameters for sdram. the 32x also uses cas latency mode 2, which uses read cycles, instead of using bus tricks to refresh the memory cells. so like, i'd assume overclocking would work, only if the parts have propogation timings that will make them work at the overclocked speed. other complications may develop thought x.x, because i know i didn't look at everything other than sdram =P
also, while looking at the hardware manual, there are settings to change the PLL dividers, so you won't need to do any hardware changes to overclock the sh2's, since the dividers can be set in software

You mean you can actualy overclock the 32x from software without any problem? For the timings issue, i was thinking that the cartridge acces was made in 3 steps: MainCPU SubCPU and 68k If you divide 21.xxx per 3 you get the frequency of the 68k cpu i'm sure it's not a lucky value... There is certainely a reason... Well, all is wrong in my head but i'm pretty sure it will mess the 68k into crash...

you can overclock a 32x 2 ways 1st way is to take the clock pins off the sh2s on the actual 32x and generate a different clock frequency. but devster showed us another way thats easier 2nd way which is way easier is to get gens, and use 600 speed on the sh2s which will overclock them. (set in gens.cfg)

=D, someone should make a tutorial on overclocking sega genesis sh2's, like what epicenter did for the 68k ;D

if your going to make a renderer that uses scan line interleave, you should make the sh2's run at their native speed of 28.7 MHz, not 23.5 MHz
get the most performance out of it.
