Here's your problem most likely:
LoadTiles bkg1_tiles,538,256 '1120 Tiles (320x224, 40x28) DrawTilesInc 256,0,0,40,28 'na4alo tileset,x,y,shir,visot
You're loading 538 tiles, and trying to draw 1120. I'm assuming you're missing the tile map data or are using the wrong graphic file.

That shows that it's 40 tiles wide by 28 tiles tall. It's this line of code.

I believe it does create a tilemap that you can export as well, so you should be able to use that
